Dynamic Purchasing System (DPS)

DPS is a flexible alternative to traditional framework agreements.

With an open end approach, DPS is used for standardised service and goods procurement, enabling buyers to establish agreements for areas where the volume and scope may be unclear.This procedure allows suppliers to continuously qualify and participate in mini competition, on a bid to bid basis. By creating a lower threshold for suppliers, DPS promotes competitive bidding and increases attractiveness to participate in a tender.

DPS offers the best of both worlds, the flexibility of a continuous supplier entry, combined with constant exposure to the market, stimulating supplier participation. DPS broadens the market, and replaces traditional sourcing methods like direct procurement with a pre-qualification regime where eligible suppliers can apply to be accepted into the arrangement. In a DPS, the buyer is naturally differentiating the spend on multiple contracts, increasing buyer attractiveness and opening up possibilities for smaller SME suppliers to participate.

In contrast to traditional processes, in a DPS,  suppliers only need to qualify when applying to participate.

The procedure / DPS significantly lowers lead time per mini-competition and reduces the complexity for both the buyer and supplier. 

By qualification and in some cases evaluation, DPS offers a cost effective way to shorten the time from tender to contract awarding.
